What is Elsevier's waiver policy for open access fees?

If you genuinely can't afford the fees to get your article published open access, then individual waiver requests are considered on a case-by-case basis and may be granted in cases of genuine need.
We are unable to offer waivers for Article Publishing Charges in hybrid journals. These journals offer the option to publish for free under a subscription model. However, waivers may be available for fully open access journals.
Priority for this waiver program is given to applications by authors from countries eligible for the Research4Life programopens in new tab/window.
Elsevier has established funding body agreementsopens in new tab/window to help you comply with the open access requirements of the major funding bodies. In some cases, funding bodies reimburse the fee you have to pay.
