Why are the Citing Policy Document counts different in the Benchmarking vs Impact modules?

This is because the year ranges in both modules are not the same.
 
In the Benchmarking module, when you select most metrics, the year range you are looking at relates to the publication years of the Scholarly Output. When you select the Citing Policy Document metic, the year range you are looking at relates to the publication years of the Policy Documents.
 

In the Impact module you are always looking at the publication years of the cited Scholarly Output.
 
Example:

You select 2010 to 2023 and look at Citing Policy Documents in both the Benchmarking and Impact modules:

  • In Benchmarking you are looking at Policy Documents published between 2010 to 2023.
  • In Impact you are looking at Policy Documents that cited Scholarly Outputs published between 2010 to 2023.

How can I get the same Citing Policy Documents numbers in both Benchmarking and Impact?

If you select the largest date range possible (i.e. 1996 to >2023) you will get the same numbers. This is because you are selecting the maximum data that SciVal has.
