Do Administrators still need to create a module before they can assign a course?

No. The module structure is not part of Clinical Learning Hub. Instead, Administrators simply create assignments. If Administrators would like to "reuse" the package of lessons from a previous assignment they sent (much like they would reuse a module in EPM), they can find the assignment in the Past Assignments drop-down in the Choose Education step. This allows them to select all or some of the education that was included in that past assignment.
